    Developing an ontological sandbox : investigating multi-level modelling’s possible Metaphysical Structures

    One of the central concerns of the multi-level modelling (MLM) community is the hierarchy of classifications that appear in conceptual models; what these are, how they are linked and how they should be organised into levels and modelled. Though there has been significant work done in this area, we believe that it could be enhanced by introducing a systematic way to investigate the ontological nature and requirements that underlie the frameworks and tools proposed by the community to support MLM (such as Orthogonal Classification Architecture and Melanee). In this paper, we introduce a key component for the investigation and understanding of the ontological requirements, an ontological sandbox. This is a conceptual framework for investigating and comparing multiple variations of possible ontologies – without having to commit to any of them – isolated from a full commitment to any foundational ontology. We discuss the sandbox framework as well as walking through an example of how it can be used to investigate a simple ontology. The example, despite its simplicity, illustrates how the constructional approach can help to expose and explain the metaphysical structures used in ontologies, and so reveal the underlying nature of MLM levelling

    Conceptual Modelling and The Quality of Ontologies: Endurantism Vs. Perdurantism

    Ontologies are key enablers for sharing precise and machine-understandable semantics among different applications and parties. Yet, for ontologies to meet these expectations, their quality must be of a good standard. The quality of an ontology is strongly based on the design method employed. This paper addresses the design problems related to the modelling of ontologies, with specific concentration on the issues related to the quality of the conceptualisations produced. The paper aims to demonstrate the impact of the modelling paradigm adopted on the quality of ontological models and, consequently, the potential impact that such a decision can have in relation to the development of software applications. To this aim, an ontology that is conceptualised based on the Object-Role Modelling (ORM) approach (a representative of endurantism) is re-engineered into a one modelled on the basis of the Object Paradigm (OP) (a representative of perdurantism). Next, the two ontologies are analytically compared using the specified criteria. The conducted comparison highlights that using the OP for ontology conceptualisation can provide more expressive, reusable, objective and temporal ontologies than those conceptualised on the basis of the ORM approach

    Examining perceptions of agility in software development practice

Copyright @ 2010 ACM.Organizations undertaking software development are often reminded that successful practice depends on a number of non-technical issues that are managerial, cultural and organizational in nature. These issues cover aspects from appropriate corporate structure, through software process development and standardization to effective collaborative practice. Since the articulation of the 'software crisis' in the late-1960s, significant effort has been put into addressing problems related to the cost, time and quality of software development via the application of systematic processes and management practices for software engineering. Early efforts resulted in prescriptive structured methods, which have evolved and expanded over time to embrace consortia/ company-led initiatives such as the Unified Modeling Language and the Unified Process alongside formal process improvement frameworks such as the International Standards Organization's 9000 series, the Capability Maturity Model and SPICE. More recently, the philosophy behind traditional plan-based initiatives has been questioned by the agile movement, which seeks to emphasize the human and craft aspects of software development over and above the engineering aspects. Agile practice is strongly collaborative in its outlook, favoring individuals and interactions over processes and tools, working software over comprehensive documentation, customer collaboration over contract negotiation, and responding to change over following a plan (see Sidebar 1). Early experience reports on the use of agile practice suggest some success in dealing with the problems of the software crisis, and suggest that plan-based and agile practice are not mutually exclusive. Indeed, flexibility may arise from this unlikely marriage in an aim to strike a balance between the rigor of traditional plan-based approaches and the need for adaptation of those to suit particular development situations. With this in mind, this article surveys the current practice in software engineering alongside perceptions of senior development managers in relation to agile practice in order to understand the principles of agility that may be practiced implicitly and their effects on plan-based approach

    ELECTRONIC INFORMATION SHARING IN LOCAL GOVERNMENT: THE DECISION-MAKING PROCESS

    Recently local authorities have been placed under enormous pressure due to problems arising from poor decision-making in relation to the sharing of personal information. While in some circumstances the incompetence of agency employees is identified as the cause, in other circumstances organisational failure, implicitly driven by inter-organisational distrust, is to blame for inappropriate decisions taken with regards to sharing information. Sometimes implicit policies and regulations set by policy makers are blamed, while at other times, explicit rules of confidentiality and data-protection acts are accused. During the last decades, several Local Government Authorities (LGAs) in the United Kingdom have started to employ Inter-Organisational Information Systems (IOIS) to support information sharing and networked collaboration within their departments in order to meet a diverse range of citizen needs including housing services, social care services, education services, etc. However, reaching this level of cross-agency collaboration is not easy and requires additional time and effort by individuals and agencies involved. Therefore, this paper proposes and validates a novel conceptual framework that can be used as a tool for decision-making while sharing information electronically. The framework consists of four main levels: (a) investigation and presentation of factors influencing Electronic Information Sharing (EIS) in LGAs based on external environment, organisational capacity, technology environment, EIS characteristics, and inter-departmental environment, (b) investigation and presentation of the processes that an LGA department should carry out to decide whether to share information with another department, (c) mapping of the influential factors on the participation phases, and (d) prioritisation of the factors influencing EIS in LGAs in different decision-making phases

    Service-oriented simulation using web ontology

Reuse of Simulation Component (SC) models by collaborating organisations or divisions is restricted, however, by the same semantic issues that restrict the inter-organisation use of other software services. Semantic models, in the form of ontology, utilised by a web-service-based discovery and deployment architecture provide one approach to support simulation model reuse. Semantic interoperation is achieved using domain-grounded SC ontology to identify reusable components and subsequently loaded into a CSP, and locally or remotely executed. The work is based on a health service simulation that addresses the transportation of blood. The ontology-engineering framework and discovery architecture provide a novel approach to inter-organisation simulation, uncovering domain semantics and providing a less intrusive mechanism for component reuse. The resulting web of component models and simulation execution environments present a nascent approach to simulation grids
